PRESS RELEASE - 2nd policy dialogue of MIRRIS in Bulgaria

The 2nd MIRRIS Policy dialogue in Bulgaria took place in Sofia on 19 April 2015, and was hosted by the Ministry of Education and Science and was moderated by META with support of EFMD. During the event, successful practices by the International Funds Office at the Catholic University of Leuven were presented by the Head of the Office, Mr. Stijn Delauré.

During the very interactive dialogue, with more than 24 stakeholders from Research organizations, Ministries and National Agencies (1),  including the Deputy Minister for Research, Prof. Kostandin Kostadinov, Mr. Stijn Delauré illustrated 5 success factors to turn allocation of research funds into an effective system to better prepare research groups for the European competition. Participants further elaborated on the current Bulgarian system of allocation of funds for research and on the practices presented from Flanders (2) and KU Leuven and on the impact they contributed to achieve as far as ERA is concerned. Another important element raised during the dialogue was the role of the technology transfer office within research organizations.

Participants agreed on the added value of the dialogue and MIRRIS itself to identify priorities and support the preparation of a roadmap to activate changes. In addition to the need of a strategic approach to the participation to EC, representatives of the Ministry of Education, Science and Sport proposed to leverage on MIRRIS to review the Activity plan prepared for fulfilling the ex-ante conditionality for the Thematic Objective 1 envisaged for programming period 2014-2020 and to provide recommendations to improve participation of Bulgarian researchers and SMEs to EU R&D programmes.

Bulgarian stakeholders will meet again for the 3rd dialogue, scheduled this autumn, to translate the intervention measures discussed this March into priorities and a roadmap for implementation.

MIRRIS (Mobilizing Institutional Reform for Research and Innovation Systems) is a Coordination and Support Action  aiming at identifying the strengths and weaknesses of R&I performance in ERA and Framework Programmes of the EU12 and Croatia and activate initiatives to improve participation to Horizon 2020.
MIRRIS seeks to promote a more effective participation to the European Research Area and Framework Programmes, by 1) understanding success factors 2) identifying key actions and 3) mobilizing stakeholders for improving performance and better exploiting H2020 and synergies with ESIF. To achieve this goal MIRRIS will organize 3 rounds of policy dialogue in each target country, promote mutual learning and prepare a road map for implementation.
