On 3rd December 2015, the
National Research, Development and Innovation Office of Hungary has gathered national stakeholders, to
discuss and
prioritise measures, which could improve the participation of the
Hungarian organisation to the EU programme for Research & Innovation.
The event was organised in the frame of the European initiative MIRRIS. The dialogue is the third one of a cycle where the hosting
National Research, Development and Innovation Office of Hungary has mobilised all the relevant decision makers to be present in the dialogue in Budapest.
During the day the stakeholders discussed about the most suitable measures to be proposed for implementation and pilot testing actions aiming at increasing participation of the Hungarian participants to the EU programmes. The main challenge of Hungary is to tackle the
brain drain and increase skills of research managers inside Hungarian Research Organisations. In order to overcome these challenges, Hungary shall endorse a set of measures
addressing establishment of vibrant eco-system of innovative SME’s based on the "knowledge to market" principle supported by tailor made financial instruments and capacity building actions; increase participation to European associations and networks, further building of partnerships and international linkages with focus at promotion of Hungarian research excellence; and work toward fostering inward and outward mobility of researchers aiming at creation of mechanisms which will, on a long term, result in a brain gain of researchers in Hungary.Furthermore, the implementation of the above noted activities was observed from the point of synergies at national level among Structural Funds and Horizon 2020. Participants, following the input proposed by the project coordinator
META, discussed a broader scope of potential actions to be undertaken in order to improve the participation in Horizon 2020 and to upgrade the national system of Research and Innovation.
The MIRRIS Consortium will continue to support the implementation of actions engaging peers to provide tailored coaching in the areas with the highest priority identified during the dialogue.

MIRRIS (Mobilizing Institutional Reform for Research and Innovation Systems)
is a Coordination and Support Action aiming at identifying the
strengths and weaknesses of R&I performance in ERA and Framework
Programmes of the EU12 and Croatia and activate initiatives to improve
participation to Horizon 2020.
MIRRIS seeks to promote a more
effective participation to the European Research Area and Framework
Programmes, by 1) understanding success factors 2) identifying key
actions and 3) mobilizing stakeholders for improving performance and
better exploiting H2020 and synergies with ESIF. To achieve this goal
MIRRIS will organize 3 rounds of policy dialogue in each target country,
promote mutual learning and prepare a road map for implementation.
