PRESS RELEASE - 3rd Policy Dialogue in Poland

Between 2007 and 2014, more than 2100 Polish organisations received EU funding for implementing research and innovation projects, for a total amount of around 437.23 million of Euro who have passed from the European coffers to Polish research centres, universities and companies.
The Polish Agency for Enterprise Development (PARP) will host in Warsaw on 25 June 2015 a Policy Dialogue gathering national stakeholders, to identify institutional measures, which could improve the participation of Polish organisation to the EU programme for Research & Innovation.
The Policy dialogue, organised in the frame of the European initiative MIRRIS is the third one of a cycle that gathered national stakeholders, notably representatives of the Ministry of Science and Higher Education, PARP, Scientific Policy Committee, NCBR, Ministry of Infrastructure and Development, National Centre for Research and Development, NCP, Universities and other.
The policy dialogue will elaborate on the most suitable and proactive measures to be proposed for implementation and pilot testing aiming at increasing participation of the Polish participants to the EU programmes. Part of the dialogue will also address future policy trends envisaged in the ESIF programming period 2014-2020 and important aspects to be considered in the frame of Horizon 2020.

Some of the above noted activities request commitment from an additional group of high level stakeholders notably Polish Managing Authorities, representatives of the Ministry of Economy and Ministry of Labour and Social Policy. Since their role in the implementation process is crucial, they have been invited to take the part in the 3rd dialogue.

The outcome of the dialogue will be a roadmap with a clear set of actions to be implemented, aligned with a timeline and the implementing institution(s) in charge. At this stage the roadmap becomes an Activity plan for the country. Furthermore, MIRRIS will support this process by engaging peers with operational experience to provide tailored coaching in the areas with the highest priority identified during the dialogue. Coaching shall address actors from relevant stakeholder groups in Poland (program owners, research managers, institutional multipliers) in order to ensure the right level of adoption, and to foster cooperation throughout different intervention levels.

The Policy dialogue is organised in cooperation with the Polish Agency for Enterprise Development (PARP), by the MIRRIS coordinator, META Group.


MIRRIS (Mobilizing Institutional Reform for Research and Innovation Systems) is a Coordination and Support Action  aiming at identifying the strengths and weaknesses of R&I performance in ERA and Framework Programmes of the EU12 and Croatia and activate initiatives to improve participation to Horizon 2020.
MIRRIS seeks to promote a more effective participation to the European Research Area and Framework Programmes, by 1) understanding success factors 2) identifying key actions and 3) mobilizing stakeholders for improving performance and better exploiting H2020 and synergies with ESIF. To achieve this goal MIRRIS will organize 3 rounds of policy dialogue in each target country, promote mutual learning and prepare a road map for implementation.
