Widening Participation to H2020

Spreading Excellence and widening participation to H2020 presented ad AGORADA by Dimitri Corpakis DG Research on November the 21st
  • In 2009 out of 266 regions in Europe only 35 had an R&D intensity > 3%;
  • These 35 regions accounted for 45% of all R&D European expenditure;
  • 10 of them were located in Nordic member states totalising 9,3% of the total investment;

There is a deficit in participation for certain member states, to provide a response to this gap H2020 has a new independent pillar "spreading excellence and widening participation".

The new pillar will:

  • Put a significant effort for knowledge transfer;
  • Focus is on institution building;
  • Capitalise on Smart Specialisation Strategies;
  • Allow ESIF actions to be coupled to Teaming and Twinning initiatives;

Main actions will be: Teaming (Centres of Excellence), Twinning (institutional networking), ERA Chairs (bringing excellence to institutions); also Policy Support Facility and a special action from COST.

Teaming of excellent research institutions and low performing RDI regions: Teaming aims at the creation of new (or significant upgrade of existing) centres of excellence in low performing RDI Member States and regions.

Twinning of research institutions: Twinning aims at significantly strengthening a defined field of research in an emerging institution through links with at least two internationally-leading institutions in a defined field.

MIRRIS with its policy dialogue will elaborate on this now opportunity and support policy makers and key stakeholders to activate institutional building initiatives to better exploit widening actions.
